Position Title: Human Resources Specialist (Human Resource Development), GS-0201-12


Description:
Commander, U.S. Pacific Fleet Human Resources Office Hawaii (COMPACFLT HRO HI) is recruiting for a 
Human Resources Specialist, focusing on HR Development! 


The purpose of this position is to provide centralized support within the HRO to Command leadership 
and the workforce, ensuring COMPACFLT Community Management Plans and workforce development 
and succession management goals are met. 


Duties of this position include, but are not limited to, 
• Facilitating the advancement of the talent and initiative of a highly capable, diverse workforce 
through training, career planning, and career and professional development.
• Preparing the HRO's Annual Training plan, utilizing study plans and best practices.
• Evaluating and analyzing the effectiveness of training and data, methods for process 
improvement and innovation, and potential deficiencies of assigned programs.
• Facilitating, hosting, and scheduling required training.
• Providing metrics and recommendations on how to improve training and development 
processes within the programs you oversee.
• Developing instructions, guidance and processes as assigned.
Interested candidates must have at least one year of specialized experience equivalent to the lower 
grade level (GS-11) or pay band in the federal service, or equivalent experience in the private or public 
sector in planning, evaluating, or advising management on programs designed to develop employees 
and manage learning in a Human Resource organization; and analyzing and reporting data trends of 
program effectiveness in support of workforce development. Experience must be fully articulated in

This is a federal civilian position, located on Pearl Harbor, Hawaii. This position is eligible for part time, 
situational or ad-hoc telework at the discretion of management. Occasional travel may be expected of 
this position. 
The current annual salary range is between $90,662 to $117,856. In addition, an 8.90% Cost of Living 
Allowance (COLA) will be added to the authorized salary. COLA is subject to change at any time.
