POSITION SUMMARY: Policy Specialist,

This position is located with Bonneville Power Administration (BPA), within Transmission Tariff (TSQT) organization of Transmission Tariff, Rates and Regulatory Activities (TSQ), Transmission Marketing and Sales (TS), Transmission Services.

A successful candidate in the Policy Specialist position will provide expertise in FERC transmission policy, transmission product development, impacts of transmission policy decisions on hydro operations, and power trading and compliance with the OATT.

SALARY: $ 111,234 - $144,608 per year

As a Policy Specialist, you will:

  • Develop and make recommendations to management and is responsible for defining objectives.
  • Interpret policies and determine their effect on program needs.
  • Independently plan, design, and carry out the work to be done.
  • Provide expertise in BPA and pro forma Open Access Transmission Tariffs.
  • Study and analyze Transmission Services' requirements for FERC orders, NERC regulations, North America Standards Board's (NAESB) initiatives and commercial rules with input from relevant organizations.

REQUIREMENTS: Conditions of Employment

  • Must be a U.S. Citizen or National.

QUALIFICATIONS:

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as experience in 1) monitoring, analyzing, coordinating, or implementing policy decisions on electric utility-related functions, 2) participating in cross-agency teams to develop recommendations on key policy issues, business practices and procedures.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
